1下载struts-2.3.24.1-all.zip并解压缩，位置任意，比如我的位置是D:\Download\Java\struts-2.3.24.1

解压缩D:\Download\Java\struts-2.3.24.1\apps\下的struts2-blank.war

2启动Eclipse，建立一个名为MyStruts的动态Web工程，点击“New Runtime…”

选择Tomcat V7.0，下一步

选择Tomcat安装路径，比如我的安装路径是E:\tomcat，完成

下一步

进入Web Module界面，勾选“Generate web.xml deployment descriptor”，并选Finish按纽完成工程的建立

3把D:\Download\Java\struts-2.3.24.1\apps\struts2-blank\WEB-INF\lib中的所有jar包拷贝到E:\Projects\MyStruts\WebContent\WEB-INF\lib\中，这里E:\Projects是Java工程的存放路径

4点击Elipse面板中左侧的MyStruts工程名，按F5刷新，可以看到jar包都已经添加进来

5在工程的src目录下添加struts.xml，内容如下

8右键点击hello.jsp--> run as -->run on server
