Exceptional children are differrent in some significant way from others of the same age. For these children to develop to their full adult potential, their education must be adapted to those differrences.

特殊儿童在一些特定重要的方面和其他同龄儿童不一样。这些儿童要发展出他们作为成人全部的潜力,他们的教育必须适应他们的不同之处。

Although we focus on the needs of exceptional children, we find ourselves describing their environment as well. While the leading actor on the stage capture our attention, we are aware of the importance of the supporting plays and the scenery of the play itself. Both the family and society in which exceptional children live are often the key to their growth and development. And it is in the public schools that we find the full expression of society's understanding——the konwledge, hopes, and fears that passed on to the next generation.

Education in any society is a mirror of that society. In that mirror we can see the strengths, the weeknesses, the hopes, the prejudices, and the central values of the cultural itself. The great interest in exceprional children shown in public education over the past three decades indicates the strong feeling in our society that all citizens, whatever their special conditions, deserve the opportunity to fully develop their capabilites.

任何社会中的教育都是反映那个社会的一面镜子。在镜子中我们可以看到优势、弱点、希望、偏见和文化的中心价值观。在过去三十年里公共教育展示表现 出的特殊儿童的最大的兴趣巨大关注表明了存在于所有城市我们社会里的强烈的感情,即所有公民,无论他们自己特殊的条件是什么,应该得到全面发展他们能力的机会。

"All men are created equal." We're heart it many times, but it still has important meaning for education in a democratic society. Although the phrase was used by this country's  founders to denote equality before the law, it has also been interpreted to mean eauality of oppprtunity. That conception implies educational oppprtunity for all children——the right of each child to receive help in learning to the limits of his or her capacity, whether that capacity be small or great. Recent court decisions have confirmd the right of all children——disabled or not——to an appropriate education,and  have orderd that public schools take the necessary steps to provide that education. In response, schools are modifying their programs, adapting instruction to children who are exceptional, to those who cannot profit substantially from regular programs.

“人人生而平等。”我们已经听过这句话很多次,但在现代民主社会在教育上它仍然有着重要的含义。尽管这个城市的支持者使用这个短语 表明法律面前的平等,它也可以用来解释机会上的平等。这个概念表明所有孩子的教育机会——每个孩子在他能力限制方面接受帮助的权利都有权利在学习上获得最大限度的帮助,不管他们的能力是大还是小[破折号后面是一句话,都是opportunity的解释说明]。最近的法院决定裁决已经坚定再次确定了所有孩子的权利——残疾的或者不残疾的——有接受合适的教育的权利,并且已经命令了公共学校对特殊儿童采取必要的措施提供这种教育。作为回应,学校正在修改调整他们的程序课程安排使授课能够适应那些特殊的孩子的需要,适应不能从规律地教育常规课程获得持续好处真正受益的孩子的需要。
