Please let me know if I copy LMF$LICENSE.LDB from one system to the other and execute lic load, will it register all products with this liscense.

As is typical, LMF permits you to manage your licenses, and is not structured as a license enforcement mechanism. For licensing-related contractual and other related details, HoffmanLabs recommends checking the agreements and check with your organization's HP representative or preferred HP reseller.

Like many other RMS files, the LMF$LICENSE.LDB license database can be shared, meaning it can be accessed by multiple nodes in parallel. This is typical configuration within a cluster, and the licenses are all registered in a single shared LMF$LICENSE.LDB.
As for the specific product authorization keys (PAKs), some PAK-level details are available. Some license PAKs are platform-specific, and these will include or will reference specific features, or will reference specific host node names, and some platforms will require additional license units beyond the original platform. All but the highest-end or unlimited license PAKs will not permit a LICENSE LOAD across all platforms.
The typical mechanism to migrate PAKs to a new server is to either copy the whole file as part of BACKUP /IMAGE normal operations, or to use LICENSE UNLOAD and LICENSE ISSUE and then LICENSE REGISTER and LICENSE LOAD on the new server.
New servers often include licenses, and this allows you to merge your licenses.
OpenVMS Hobbyists will typically simply want to acquire the two sets of license PAKs appropriate for the new server, and run unique licenses on each hobbyist system in use.
