11g RAC报错：ORA-12516
今天下午开发人员反应209那台机器 vip登录验证的服务总报这个错误连不上数据库
使用命令查询oracle错误描述:       oerr ora 12516
具体错误消息如下：

ORA-12516, TNS:listener could not find available handler with matching protocol stack
The Connection descriptor used by the client was:
(description=(address_list= (address=(host=10.100.101.220)(protocol=tcp)(port=1521))(address=(host=10.100.101.221)(protocol=tcp)(port=1521))(load_balance=yes)(failover=yes))(connect_data=(service_name=centerdb)))

The Connection descriptor used by the client was:
(description=(address_list= (address=(host=10.100.101.220)(protocol=tcp)(port=1521))(address=(host=10.100.101.221)(protocol=tcp)(port=1521))(load_balance=yes)(failover=yes))(connect_data=(service_name=centerdb)))

诊断过程：
 lsnrctl status
监听启动正常
 ps -ef|grep ora_
发现缺少job进程ora_j000_test
sqlplus / as sysdba
SQL> select name from v$database;
select name from v$database
*
ERROR at line 1:
ORA-01012: not logged on
SQL> exit
 ps -ef|grep oracle|wc -l
189

解决方法：
要求一些用户退出应用系统，或者kill掉oracle的一些进程，然后登录
SQL>show parameter proccess;
参数的值为：180
SQL>SELECT COUNT(*) FROM V$PROCESS;
返回的值为：189
而spfile文件中processes = 180,从而判断，这个值太小导致新用户无法进入在进入DB.

SQL> alter system set processes=300 scope=spfile;

SQL> shutdown immediate;

SQL> startup;
