1,先在转换字符集及国家字符集前作个数据库backup
2,csscan userid=system/system full=y
  运行这个命令可能会提示

3,解决以上运行以下：
  The character set migration utility schema is installed by running the
 "$ORACLE_HOME/rdbms/admin/csminst.sql" script. in SQL*Plus as the SYS
user.
4，然后再运行csscan userid=system/system full=y --此可以交互式或者提供相关参数
5,shutdown immediate
6,startup restrict
7,@@csalter.plb  --$ORACLE_HOME/rdbms/admin
8,shutdown immediate
9,startup
