ORACLE_SID环境变量设置的问题

明明在注册表里存在环境变量ORACLE_SID的设置，可执行emctl时却提示：

C:>emctl
Environment variable ORACLE_SID not defined. Please define it.

C:>

在系统环境变量增加ORACLE_SID的设置之后可以解决这个问题。

在系统环境变量增加ORACLE_SID的设置之后再次执行emctl发现不会出现提示：Environment variable ORACLE_SID not defined. Please define it

印象中记得asmcmd也有这样的问题（记不太清楚了），oracle的有些命令为什么不去注册表中读取oracle_sid?
