Symptoms
ORA-16143 while redo transport to standby database.
alert.log of primary shows:

Errors in file /opt/oracle/admin/UPDATE/bdump/update1_arc1_419.trc:
ORA-16143: RFS connections not allowed during or after terminal recovery

Cause
Managed standby database finish was executed in standby.

Solution
Recreate the standby database.
Redo cannot be transported to standby where managed standby database finish has been executed
Standby database can only be activated after performing managed standby database finish using:
SQL>ALTER DATABASE COMMIT TO SWITCHOVER TO PRIMARY;
