Oracle Server - Enterprise Edition - Version: 9.2.0.1 to 11.1.0.7
This problem can occur on any platform.

Symptoms

ORA-16143 while redo transport to standby database.

alert.log of primary shows:
=========================
Errors in file /opt/oracle/admin/UPDATE/bdump/update1_arc1_419.trc:
ORA-16143: RFS connections not allowed during or after terminal recovery
Sun Apr 19 12:08:01 2009
PING[ARC1]: Heartbeat failed to connect to standby 'update_stdby'. Error is 16143.

Cause

Managed standby database finish was executed in standby.

alert.log of standby shows:
=========================
Thu Apr 16 17:35:17 2009
Completed: ALTER DATABASE RECOVER managed standby database finish

Solution

Recreate the standby database.

Redo cannot be transported to standby where managed standby database finish has been executed

Standby database can only be activated after performing managed standby database finish using:

SQL>ALTER DATABASE COMMIT TO SWITCHOVER TO PRIMARY;
