India says it won’t start peace talks with Pakistan until the Mumbai attack suspects are brought to justice. Prime Minister Manmohan Singh made the remarks after meeting his Pakistani counterpart at a summit in Egypt. They issued a joint statement, saying the two countries would cooperate to fight terrorism, but say that isn’t necessarily linked to wider peace talks.

A United Nations committee has drawn up a list of those to be targeted in the latest round of sanctions against North Korea. The Security Council has blacklisted five firms and five individuals linked to North Korea’s nuclear weapons program.

Russian officials are continuing investigations into the murder of prominent human rights activist Natalia Estemirova. Her body was discovered just hours after she was kidnapped in the Chechen capital Grozny and shot execution-style. Estemirova is the latest activists who have been killed while investigating kidnappings and disappearances in Chechnya.

And a former security guard has testified in a genocide trial of the S-21 Prison head, known as Duch. Up to 16,000 people were tortured and killed under Duch’s command during the Khmer Rouge’s four-year rule. The former guard told the United Nations-backed court that he was assigned to protect executioners while they killed up to 100 prisoners per day.
