A problem in the computer system that collects airline flight plans from across the United States caused widespread flight cancellations and hours of delays Thursday. An initial report says both of the Federal Aviation Administration's computer systems were affected by the five-hour outage.

Controllers entered flight plans manually for all flights that did operate during that period, and the FAA said safety was not affected. No complete report of how many flights were delayed or canceled was immediately available. Bad weather in the northeastern United States also contributed to delays.

Zimbabwe's state-run newspaper says the government has signed an $8 billion investment deal with China.

The Herald(先驱报) reports that under the deal, a Chinese-Angolan venture called China Sonangol will invest in Zimbabwe's mining, energy and housing industries.

The report says the deal is the largest Zimbabwe has entered since creation of the country's power-sharing government in February. Chinese officials have not confirmed the report.

President Robert Mugabe has pursued stronger relations with China in recent years as relations with the West turned hostile. Britain and the United States have imposed sanctions on Mr. Mugabe and his close associates, accusing them of corruption, human rights violations, and enacting policies that ruined the country's economy.

Officials from six world powers have expressed disappointment at Iran's refusal to accept a proposal to send its uranium abroad for further enrichment.

European Union official Robert Cooper says Iran has not responded "positively" to the U.N.-brokered enrichment plan. Cooper spoke after representatives from Germany and the five permanent members of the U.N. Security Council (the United States, Britain, France, China and Russia) held talks Friday in Brussels about Iran's nuclear program.

Iran's Foreign Minister Manouchehr Mottaki has said his country will not process its enriched uranium abroad and will consider only a uranium-for-fuel swap inside Iran.

On Friday, the head of the U.N. nuclear agency, Mohamed ElBaradei, urged Iran to accept the offer. He said he hopes Iran will not miss what he called a "unique but fleeting opportunity."

A gunman went on a shooting spree on the Pacific resort island of Saipan Friday, killing four people and wounding another eight before killing himself. Authorities say a two-year-old girl and a four-year-old boy were among those killed. Officials say all four victims were local residents.

Police say the shooting started Friday morning at a firing range (in Kannat Tabla) where the gunman was employed. He then drove to another part of the island (Last Command Post) and opened fire on a crowd of tourists, wounding eight people, including two children. Most of the tourists are reported to be South Koreans. The suspect next moved to another location (Banzai Cliff) and shot himself. Police have identified the shooter as Lee Zhong Ren and describe his motive as "a business deal gone bad."
