In case you're new to yum as I was, the repository is only added temporaraly when the switch...
-enablerepo=ruby
...is included in the command line. You'll need to combine the encluderepo switch with the install command as follows.
yum --enablerepo=ruby install ruby
yum --enablerepo=ruby install rubygems
