myeclipse2015配置spring异常

严重: Exception sending context initialized event to listener instance of class org.springframework.web.context.ContextLoaderListener（Spring配置异常）

经过一天的调试发现spring配置头为：

是错误的根源（一天哪！）。正确应为：
