If this does not resolve the problem in windows XP try resetting the TCP/IP stack, by:
Clicking on Start then Run then type in cmd  On the screen which opens, type in

 netsh int ip reset c:/resetlog.txt

如果不小心被list in the blocklist, 一定要在 http://www.spamhaus.org/ 检查ip是否被list了.
