XWiki initialization failed!

This is not related to Tomcat /manager. Looks like you made a mistakle
when you tried to enable filesystem attachment storage and set

xwiki.store.versioning.hint=file

in xwiki.cfg. "file" is only supported for xwiki.store.attachment.* properties.
