因为crs_start属于应用层的指令，启动crs的时候会失败

[oracle@host1 ~]$ crs_start  -all
CRS-0184: Cannot communicate with the CRS daemon.

[oracle@host1 ~]$ crs_stat -t
CRS-0184: Cannot communicate with the CRS daemon.

所以要在集群层启动crs

使用root用户权限执行crsctl
