oracle 11g nlslang,Oracle 11g Client Installation Failure

I have a fresh install of Windows XP, SP2 (tried SP3 also) on a Dell Optiplex 755. All MS OS updates have been applied.

The client install gets about 76% through and then bombs out with this error in the log file:
