def user():
    user = 'dongGe'
    return render_template('user.html',user=user)

 <html>
 <head>
     {% if user %}
        <title> hello {{user}} </title>

         <title> welcome to flask </title>        
    {% endif %}
 </head>
 <body>

 </html>
