在GridView的RowDataBound事件时触发：
protected void gvCity_RowDataBound(object sender, GridViewRowEventArgs e)
        {

if (e.Row.RowType == DataControlRowType.DataRow)
            {

string id = ib.CommandArgument.ToString();

判断数据所在行
