解决办法：

[oracle@slave ~]$ sqlplus / as sysdba

SQL*Plus: Release 11.2.0.4.0 Production on Tue Jan 22 09:58:53 2019

Connected to:

Oracle Database 11g Enterprise Edition Release 11.2.0.4.0 - 64bit Production

With the Partitioning, OLAP, Data Mining and Real Application Testing options

SQL> shutdown normal

ORA-01109: database not open

Database dismounted.

ORACLE instance shut down.

SQL> startup mount

ORACLE instance started.

Variable Size 788531464 bytes

Database Buffers 2885681152 bytes

Redo Buffers 14729216 bytes

Database mounted.

SQL> alter database open;

Database altered.
