此问题struts标签不支持表达式，产生

<s:set name="msg" value="#msg==null?''+value.get(#request.index).toString()+'\\\n':#msg+
value.get(#request.index).toString()+'\\\n'"/>

解决办法

<attribute>
     <description><![CDATA[The value that is assigned to the variable named <i>name</i>]]></description>
     <name>value</name>
     <required>false</required>
     <rtexprvalue>false</rtexprvalue>                  false改为true
   </attribute>
