一个资源文件message.properties不在classpath下，如何获取到文件，以及应用到JSP页面？ 

project name: Test 

目录结构： 
conf 
  |-message.properties 
webapps 
  | 
  |---Test.war 
        |---css 
        |---index.jsp 
        |---META-INF 
        |---WEB-INF 
               |---classes 
               |---applicationContext.xml 
               |---beans.xml 
               |---web.xml 


如何将message.properties中的值应用到index.jsp中去呢？ 

尝试过1： 

在beans.xml中

但在index.jsp页面中又不能使用<fmt:setbundle>去取。。
