php 存储 pdf文件,显示存储在服务器中的pdf文件并使用php下载

我已将.pdf，.doc，.txt文件存储在Web服务器的目录中。我能够显示目录内存储的所有文件，但下载失败。每次我点击超链接sample.txt获取与空白内容下载。请查看代码并提出建议。
