oracle节点1关闭节点2的集群,[Oracle] Oracle两个节点分裂，识别不到对方节点的状态...

Oracle RAC19C，两个节点安装成功，重启后发现两个节点的集群互相识别不到对方的集群状态，都认为自己才是仅有的活跃节点，节点1和节点2的crs先后重启成功，但是两个VIP和SCAN IP只会集中在先启动的那个节点上，而且不能正确识别到对方节点的VIP、SCAN IP状态，实例状态也识别异常。

就是分裂的感觉，分别处于不同的集群中。

环境：vmware搭建的虚拟环境，rhel7.5 + ORACL19.3

请问：

1、引起这个问题的原因怎么排查？

2、oracle rac是通过什么来判断N个节点是处于同一个集群中的？
