使用系统的资源监视器 

在win7开始菜单--运行中，输入资源监视器

打开之后，选择CPU，在关联句柄的地方输入文件名字

 

然后就可以看到哪一个程序在占用文件

 

使用ProcessExplorer

Go to Find > Find Handle or DLL. In the "Handle or DLL substring:" text box, type the path to the file (e.g. "C:\path\to\file.txt") and click "Search".

All processes which have an open handle to that file should be listed.
