OSPF, inside one single area, is a link-state protocol. But, between different areas, with the presence of ABRs, the conception of "split-horizon" takes place if you consider is terms of LSAs. Remember that 2 non-backbone areas can only exchange routing information between each other through area 0 (backbone area), by injecting summary LSAs (Type-3) into area 0.
 
The concept of "split-horizon" in OSPF is that a summary LSA received into a non-backbone area will not be advertised back into the area 0. The way you can disable split-horizon in OSPF is to configure such non-backbone areas as totally-stub or totally-nssa areas (that will not permit type-3 LSAs - only the default summary type-3 will be allowed inside such areas).
