本文提出了一种新的数字签名方案——身份基础代理盲分布式签名方案，结合了身份基础分布式签名和代理盲签名的特点。在医疗保险服务管理中，此方案能有效防止无有效保险卡者冒用他人卡片获取保险利益，以及医院伪造收据欺诈保险赔付的问题，提供安全可靠的客户健康保险索赔签名机制。

This paper presents a new type of digital signature scheme named as Identity Based Proxy Blind Distributed Signature Scheme. This signature scheme combines the properties of identity based distributed signature scheme and proxy blind signature scheme. Information security plays a vital role in the health care insurance service management. There is a possibility for a person who does not have a valid insurance card may use someone's valid card to gain the benefit of the insurance plan and secondly a dishonest hospital may give a forged receipt to a patient to claim for the bill who was not undergone any treatment for his illness. In these two fraudulent activities, the first one lacks the Identity of the Insurance card holder and the second lacks decentralization of signing power. The Identity Based Proxy Blind Distributed Signature Scheme could be applied to the health care insurance service management system for a secured and robust signature generation for the customer health insurance claims module.
