用remi源下载php7，但是结果却显示“Cannot allocate memory”不能分配内存，什么意思？

repo文件中用的下载网址是rpms.remirepo.net，

我猜想可能是这个网址的原因，在官网上有这么一段：

bVtREP

红框中说rpms.remirepo.net限制了带宽，不要用这个网址下载。截图中左边有很多网址,可是那些网址找不到php，是我没找到？请大家帮说明一下怎么弄？
