The mGovernment Laboratory, China(mGov Lab China)is the first mobile government research network in China. It aims to set up a platform for researchers and industrial experts and to promote mobile government practice and innovation in China. By promoting the application of pervasive and ubiquitous technologies, repersented by mobile technology, in government and public sectors, mGov Lab China aims to promote the the next generation of innovation (innovation 2.0) in organization, society and management, enabled and pushed by the emergence and convergence of ICT in a knowledge-based society.

Song, Gang

Professor of Engineering, Director of Beijing City Management Science and Technology Information Center, Vice-President of Beijing Society of Internet of Things (Beijing Institute of Internet of Things), Doctor of Remote Sensing & GIS Institute, Peking University. He has also been Chevening Scholars (04/05)

of Department of Information Systems, London School of Economics and Political Science (LSE), Part-time Professor at Beijing University of Posts and Telecommunications, LEAD(Leadership for Environment and Development) Fellow, Vice-President of Beijing Science and Technology Association of Urban Management. Transceding E-government - the Case of Mobile Government in Beijing was selected into the proceedings of First Euro Mobile Government Conference. His publication also includesTechnology Innovation in Perspective of Complexity Science, Design and Application of Mobile Service Platform for City Administration Law Enforcer Mobile Devices, Innovation Mode of Living Lab and Its Enlightenment, Innovation Mode of Fab Lab and Its Enlightenment. He isone of the first to explore the use of mobile ICT in the context of government functions in China.

Ji, Yang

Professor, PhD tutor of Information and Communication Engineering at Beijing University of Posts and Telecommunications (BUPT). Professor Ji received his Ph.D. degree from school of telecommunication engineering, Beijing University of Posts and Telecommunications at 2002. Professor Ji is now responsible for the Mobile life and New Media Laboratory. His current research interests include mobile Internet services and applications, mobile communication network technology, mobile terminal technology and service platform, etc. Having taken charge of several national projects, such as the High-Tech Research and Development (863) Program of China, National Natural Science Foundation, Sixth Framework Program (FP6) of EU and research projects of network operators and manufacturers.

Zhang, Nan

Zhang Nan is an associate professor at the School of Public Policy and Management, Tsinghua University, and the deputy director of the SPPM Electronic Government Laboratory. He received his Ph.D. in Management Information Systems (MIS) from Tsinghua University. Dr. Zhang also has been visiting scholar at RWTH Aachen University in Germany in 2008. His research interests focus on Electronic Government & Networking Governance, Public Big Data & Policy Informatics, Smarter City Theories & Practices, etc.

Dr. Zhang’s articles have appeared in several important international journals, including Computer in Human Behavior, Electronic Commerce Research, Electronic Markets, Information Processing & Management, Information Systems Frontiers, International Journal of Mobile Communications, Journal of Global Information Management, Online Information Review, etc. He has publish an English academic book titled Electronic Government Adoption in China: Multiple Research Perspectives in the Post-Informationization Age in 2014. Dr. Zhang has been the project leader or key member for several research projects funded by the National Natural Science Foundation of China as well the National Social Science Foundation of China. He teaches such courses as Electronic Government, Big Data: Governance & Policy, Big Data Analysis, Practice of Social Research for graduate/MPA students.

Li, Mingsheng

Director of Co-operation Center and Deputy Director of Research Center of Academy of E-Government, Peking University. One of the firstto explore the use of mobile ICT in the context of government functions in China. His AriticalEnriching Governmental Services by Mobile Government is very influential and have raised wide attention in China.

Chen, Xu

Linux Strategical Program Manager of Intel China Research Center Ltd. Graduated from Information Engineering School of University of Science & Technology Beijing in 2002 with PhD.From July 2002 to Nov 2004, served SUN China Engineering and Research Institute (SCERI). From Dec 2004 to April 2007, actedas CTO of Beijing TaovoTechnologies and Development Ltd. In May 2007, joined Intel China. For a long time, focusing on R&D of Mobile-related/open-source technologies, cherishing rich theoretical and practical experience on Linux/Java/C++.

Zhou, Zhenlin (Joe)

Director of Research Center, Academy of E-Government, Peking University

Director of Peking University –Oracle E-Government Center-of-Excellence.
