This is XE.  I'm not sure if XE contains the OCI drivers... I could easily be wrong.

This seems to be for the Oracle 8 client (not even 8i... just 8)

If this is true, you need to upgrade your Client, first.

notes:  client-database connections are only valid for 2 major versions

You can't use an Oracle 8 client to connect to Oracle 11g database.

You can't use an Oracle 11g client to connect to an Oracle 8 database either.

This is true for JDBC, OCI, and Database Links.

I seriously doubt that Oracle 8 Client stuff would exist in the 11g installation.

(But, I could be wrong)
