[Problem] To provide an electronic signature management system capable of preventing the creation of a forged signed document. [Solution] An electronic signature management system 1 is provided with: a degraded signature handwriting image generation unit 21 that generates a degraded signature handwriting image in which an original signature handwriting image is irreversibly degraded; a pixel color code generation unit 22 that encodes, with a first code key, simple signature information relating to an electronic signature that includes the degraded signature handwriting image without including the original signature handwriting image, and also references a pixel color conversion table to convert the information to a pixel color and generate a pixel color code; a signed document image generation unit 23 that generates a signed document image in which the degraded signature handwriting image and the pixel color code are overlaid at a prescribed position on the signature document; and a simple certification unit 31 that decodes the pixel color code of the signed document image and restores the simple signature information.
