公共财政管理系统的研究与实现软件工程专业论文

摘要

本论文是在深度调研和分析江西省财政部门的财政资金管理需求的基础上，同时考虑到江西各地、市、县财政部门建立预算编审、国库决算和地方财政资金会计核算管理业务的要求，为各个级别和层次的公共财政提供专业的财政管理系统。在实现各级财政业务的同时保证财政数据的安全性和效率性，按照财政管理系统的需求分析、系统总体设计、系统实现等软件工程方法学的流程研究了针对公共财政管理系统的设计与实现。

由于各地、市、县财政部门地理位置的分散，系统采用了基于分布式事务处理中广泛应用的并有利于整个系统后续扩展和维护的一种高级模式 MVC 框架。它用于实现用户操作界面、业务流程处理和后台数据库操纵等相关业务的分离。由于公共财政管理系统的数据的分散性和复杂性，采用这种分离的模式显得尤为必要。

在技术实现方面，采用了 J2EE 平台提供的强大的分布式事务处理能力和良好的跨平台性和扩展性，其许多优秀的组件也为财务管理系统的开发提供了可靠的技术支持。系统核心的服务实现保证了分散数据的集中、分散管理的集中和省级部门的实时监控，尤其加强了分散的财务数据的分析管理功能，为财务统计和国库集中决策提供了有力的支撑平台。系统的设计和实现过程中很好的体现了数据、用户界面和控制器的分离。在系统的实施过程中，由于采用了 J2EE 架构，实现了三层模式 C/S 的访问模式，管理员操作比较简单，用户界面也比较友好。

ABSTRACT

In this thesis,we deeply investigate and analysis the financial sector based on the demand of Jiangxi Province's financial fund management , taking care the city,country and village financial sector accounts for the establishment of the state treasury and local governments focused on the management business requirements for all levels.At all levels public finance to provide professional financial management system. At all levels in achieving the financial operations of the financial data while ensuring the safety and efficiency.in according with the financial management system needs analysis,system design,software engineering methodology used to build the public financial management system .

As a result of the city,country and village,finance department decentralized location system based on the use of widely distributed transaction processing applications and the whole system in favor of the expansion and maintenance of an advanced model of the MVC framework.It is used to achieve user interface,business processes and database to deal with manipulation of the separation and other related business. Public financial management system as a result of the dispersion of data and complexity of the model is particularly necessary.
