按照如下步骤创建上传下载文件的应用程序，文件的内容即可以存放于默认的视图APEX_APPLICATION_FILES或者自己定制的表格中，例如oehr_file_subject，如果自己定义的表格，需要有一个列是BLOB类型

运行会出现403 error


原因是：
