ClickOnce fails to deploy

Hello, I am trying my first ClickOnce deployment and am having problems getting the client to install. When I deploy the app via FTP, the files are created and copied to the webserver ok. But when I try to install on the client side either by publish.htm or the deployement manifest, the manifest is displayed in the browser. No files are copied and no error message is display. The manifest is displayed in XML. That's it. Anyone have a similar problem? Do I have to do something with the signing of the manifest or such? Thanks, bruce -
