The project I am working on involves using rules engine, and as time evolves, we tend to build several versions and have to maintain them in production from time to time. There are only two available ways to do this as for built-in BizTalk tools

Pack rules in .msi file and import it along with the application
Use rules development wizard

The first one means every time you want to update an policy, it's required to redeploy the entire application, which is not feasible. The latter one works but imagine you have to import hundred of rules and you have to run that wizard for a hundred of times, it's just an headache.

After googling some solutions, did find one provided by a Microsoft blogger. I twinkle it to make it works for
