在网上看了各位大神的的解决方案：

1. <context:property-placeholder location="yyy.properties" ignore-unresolvable="true" /> 

在Spring 2.5中，<context:property-placeholder>没有ignore-unresolvable属性，此时可以改用PropertyPlaceholderConfigurer。其实<context:property-placeholder location="xxx.properties"  ignore-unresolvable="true"  />与下面的配置是等价的

试了一下然而没有什么效果？百思不得解！后来还是在同事的帮助下解决了这个问题。

原因（不知道是不是下面这个原因如有错误希望指正出来）：加载jdbc.properties的时候用了

<bean id="propertyConfigurer" class="com.upms.EncryptPropertyPlaceholderConfigurer">
    <property name="locations">
        <list>
            <value>classpath:jdbc.properties</value>          
        </list>
    </property>
</bean>

这个类是自定义的

这两个属性文件在不同的文件中加载 一个在applicationContext-jdbc.xml中加载，另一个在applicationContext-shiro.xml加载。

解决：

<bean id="propertyConfigurer" class="com.upms.EncryptPropertyPlaceholderConfigurer">
    <property name="locations">
        <list>
            <value>classpath:jdbc.properties</value>

	    <value>classpath:upms.properties</value>               
        </list>    </property></bean>

把这两个写在一个文件中！
