Maven加载依赖失败：Failure to transfer org.springframework.cloud:spring-cloud-starter-bootstrap:pom

报错

Failure to transfer org.springframework.cloud:spring-cloud-starter-bootstrap:pom:3.1.3 from https://repo.maven.apache.org/maven2 was cached in the local repository, resolution will not be reattempted until the update interval of central has elapsed or updates are forced

提示该文件已经被缓存在本地存储库中 ，但是无法加载，猜想可能是下载中断了导致有缓存但是没下载下来。

解决方案

clean再install一下

打开IDEA中的Terminal，输入：
 

mvn clean install -U

执行完毕后刷新一下Maven依赖，问题解决。
