[高通MSM8953_64][Android10]默认关闭蓝牙以及开启蓝牙状态栏不显示图标

问题描述

1. Android 10默认自动开启蓝牙，需要默认关闭
2. 开机之后，手动开启蓝牙，状态栏没有显示蓝牙图标

解决方法
