oracle 数据库 11.2.0.4.160719在Window 上 存在bug 启动em失败报 NET HELPMSG 3547

昨晚ORACLE 数据库打PSU 11.2.0.4.160719 打上后死活起不来em报：

 11.2.0.4 DB Control fails to start on windows server after applying the July DB Bundle patch 11.2.0.4.160719 (Patch 23530402) for Windows to the Database home

重装了几次都启动失败了，登录MOS发现是个bug，打补丁后em恢复正常，启动很快：
