WPF 处理RichTextBox, ListView等的Scroll Bar 事件(event)

WPF中没有专门处理RichTextBox, ListView等的Scroll Bar 事件, 但可以通过以下方式来处理

1. 注册事件

 CommandManager.AddPreviewExecutedHandler(richTextBoxInstance, new ExecutedRoutedEventHandler(OnScorllCommandForRichTextBox));
 CommandManager.AddPreviewExecutedHandler(listViewInstance, new ExecutedRoutedEventHandler(OnScorllCommandForListView));  

2. 事件处理函数
