1. 创建一个带有maven的web项目（可参考如何创建带有maven的web项目）
2. 配置struts.xml

<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE struts PUBLIC
        "-//Apache Software Foundation//DTD Struts Configuration 2.5//EN"
        "http://struts.apache.org/dtds/struts-2.5.dtd">
<struts>
<!-- ：开发模式（devMode）；此时 DevMode=ture；产品模式(proMode)；此时  DevMode=false； 开发模式下，修改xml文件可不重启服务器 -->
    <!-- 使用下面的标签时注意：  修改完xml后，ctrl+shift+F9重新编译一下    否则可能会不生效-->
    <constant name="struts.devMode" value="true" />
    <package name="default" namespace="/" extends="struts-default">

        <action name="hello">
            <result>/helloworld.jsp</result>
        </action>
    </package>
</struts>

3.配置web.xml

<?xml version="1.0" encoding="UTF-8"?>
<web-app id="WebApp_ID" version="2.4" xmlns="http://java.sun.com/xml/ns/j2ee" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:schemaLocation="http://java.sun.com/xml/ns/j2ee http://java.sun.com/xml/ns/j2ee/web-app_2_4.xsd">
    <display-name>Hello World Struts 2</display-name>
    <welcome-file-list>
        <welcome-file>index.jsp</welcome-file>
    </welcome-file-list>

    <filter>
        <filter-name>struts2</filter-name>
        <filter-class>org.apache.struts2.dispatcher.filter.StrutsPrepareAndExecuteFilter</filter-class>
    </filter>

    <filter-mapping>
        <filter-name>struts2</filter-name>
        <url-pattern>/*</url-pattern>
    </filter-mapping>
</web-app>

4.创建helloworld.jsp

<html>
<body>
<h2>Hello World!</h2>
</body>
</html>

访问测试

http://localhost:8080/helloworld/hello
