Created a new database with DBCA and when try to open database it fails with:

SQL> alter database open resetlogs;
alter database open resetlogs

ORA-01264: Unable to create logfile file name
ORA-19800: Unable to initialize Oracle Managed Destination
Linux Error: 13: Permission denied

Cause

Permission issue on the Flash Recovery Area (FRA) directory.

Solution

-- To implement the solution, please execute the following steps::
Make sure to set the correct permissions on the Flashback Recovery Area directory.

ie.
1. chmod 777 flashback_recovery_area
2. Rerun dbca
