运行时库安装时总是提示找不到网络资源，无法卸载旧版本的运行时库。按照方法2清理了注册表、重启、重新安装解决了问题。

Try these additional steps

Method 1:
a. Click Start, right-click Computer, and then click Properties.
b. In the Computer name, domain, and workgroup settings area, click Change settings.
(If you are prompted for an administrator password or for confirmation, type your password, or click Continue.)
c. Click Change Settings and then select the Advanced tab. Click on the Environment variables button.
d. In the User variables area, click TEMP, and then click Edit.
e. In the Variable value box, type C:\Temp, and then click OK two times.
f. Click Apply, and then click OK.
g. Follow steps 4 through 6 for the TMP environment variable as well.
h. Confirm that C:\Temp folder exists, if not create one.
i. Restart the computer.
j. Attempt to install the application again.
If the steps provided do not help, then try the next method.

Method 2:
If you are comfortable in modifying some registry settings, then follow the below provided steps.
Click Start and type in Run in Start Search and press Enter.
Type in regedit and click OK.

Navigate to HKEY_CLASSES_ROOT\Installer\Products\F942F94A19C0F79468FD2B85E5E8677B
Right click this registry entry and click Rename.
Rename F942F94A19C0F79468FD2B85E5E8677B to -F942F94A19C0F79468FD2B85E5E8677B.
Close the registry editor.
Restart the computer.
Check if you are able to install the application.
If the method does not resolve the issue, proceed to the next method.

Method 3:
Try a manual uninstall of the component.

Step 1: To uninstall the package:
Open the Start menu.
Click Settings.
Click System on the Settings menu.
Select Apps & features from the left pane.
Select an app you wish to uninstall.
Click the Uninstall button that appears. If it is grayed out, this is a system app you cannot remove.
Click the Uninstall pop-up button to confirm.
