Apply patch for Driver version 11.2.0.1.0, 11.2.0.2.0, 11.2.0.3.0
In order to avoid the problem you have to apply the patch for the next bug to your JDBC Driver.:

   Patch:12582023  - JDBC THIN DOES NOT CONNECT WHEN SECURITY BANNER IS SET IN DATBASE
