R 12: Balancing Segment Value Is Not Valid For Current Ledger
Having completed the basic set up and configured a ledger. When you enter journal and adding
the account code combination at line it says "THE BALANCING SEGMENT VALUE IS NOT VALID FOR CURRENT
LEDGER"

A Balancing Segment Value (BSV) was assigned to a Legal Entity and a Start Date was
set for that assignment.
Initially the BSV had a start date assigned and then this was changed. For instance from
12-Jun-2007 to 1-Jan-1996.
When entering journals in GL and transactions in the subledgers with a date prior to
initial start date (12-Jun-2007), the following message appears:
This balancing segment value is not valid for the current ledger.
Expected Behaviour:
Since the start date has been backdated it is expected that transactions for dates from the
new start date onwards can be created. The system seems to still look at the original start
date assigned.
Steps to Reproduce
1. Assign Balancing Segment Value to a Legal Entity for a Ledger with a particular start date.
2. Save this.
3. Change the start date for the BSV.
4. Try to create a manual journal for a period prior to the start date set in 1.
When you enter the first journal line using the BSV, the system give this error.
Note: The error also occurs if creating transactions in the subledgers.
Cause
The problem occurs because the General Ledger Accounting Setup Program was notbeing submitted after changing the start date for the balancing segment.
By clicking on the Complete button the General Ledger Accounting Setup Program will
be launched to ensure the changes performed take effect for the Ledger setup.
Solution
-- To implement the solution, please execute the following steps::1. Navigate to Setup > Financials> Accounting Setup Manager > Accounting Setups
2. Select the appropriate ledger and click on the Update icon for the Balancing Segment
values option.
3. Change the Start Date for the assigned Balancing Segment Value (BSV).
4. Click on the Complete button.
The following message appears:
The General Ledger Accounting Setup Program has been submitted. Please review the
concurrent request id: , and make sure the request completes successfully
before you enter transactions.
5. Ensure the program completes successfully.
6. Retest the issue.

After trying to change the date and press complete as per Note 437588.1 'Rel 12: Balancing Segment Value Is Not Valid For Current Ledger' it gives me following error:

Cause
This is a setup coding issue found in 'unpublished' Bug 6500757
A number of symptoms exist for this but notably ORA-20001:APP-FND-02901 when you try to make changes
Solution
To implement the solution, please execute the following steps:
1. Please download 'unpublished' patch 6500757 from metalink
2. apply 'unpublished' patch 6500757 this will allow yuo to change the accounting setup as desired.
