自动获取网页编码以及进行编码的方法：python cchardet

python cchardet下载地址：

使用方法：
获取网页的content，然后后去页面的编码，
根据页面编码进行encoding，如下：

html_chardet = cchardet.detect(html.content)
html.encoding = html_chardet['encoding']
