8、arcserver中出现Error: HTTP Status 404 /arcgis/rest: The requested resource (/arcgis/rest/) is not available

引起该错误的原因是地图服务停止了，必须启动地图服务才可以解决该问题，以下是ESRI给出的解决方案，已证实有效：

1. Log into the internal ArcGIS Servlet Manager interface by entering the following URL in a browser:
   
   http://<machine name>:8399/manager/html
2. Log into the servlet manager interface. By default, the credentials are:
   
   User: arcgismanager
   Password: arcgis.manager
3. Once logged into the manager interface, click the link to start the manager service.
