使用tfactl启动和停止oswatcher

在安装Oracle AHF后，oswatch每天会自动00：00会自动重启，需要用tfactl去操作oswatch。

[root@node02:/opt/oracle.ahf/bin]$ ./tfactl start oswbb 60 168
