Actually you can't set the buildLevel at the deployment time.
Its an entry in the MANIFEST file.
Look at any of the EAR files that WebSphere ships with (like CacheMonitor.ear or something) and check the MANIFEST.MF file in the META-INF.

Complementing the above information...
You should add entry "Implementation-Version: <Buil level string>" to META-INF/MANIFEST.MF.
