Since 2003, the Ministry of Education and Science of Georgia (MoES) has implemented extensive and rapid reforms in education sector.  In line with the shift to voucher financing model and school-based management in general, vocation, and higher education, the MoES has initiated reforms aimed at radical changes in curriculum and teacher development. Along with school infrastructure renovation and computerization, transformation of regional educational departments into regional educational resource centers (ERC), the MoES has established an outcome-based national curriculum framework at general education level and facilitated similar processes at higher educational institutions, introduced teacher professional development service, improved teacher pay and social security conditions, introduced unified higher education examinations and merit and need-based grants for students, introduced outcome-based scheme in research.

Decentralization of education sector has been the major focus of the education reform. Among other areas, the reform covered the development and implementation of new quality control, financing, and management mechanisms of general educational institutions. The changes in the sector have been implemented with unprecedented scope and pace. However, the reform is still underway and requires adequate human capacity among the staff responsible for developing and implementing reform policies and initiatives within the MoES as wells as in other institutions directly responsible for successful implementation of the decentralization reform. 

The overall objective of the project is to offer the Ministry of Education and Science of Georgia (MoES) an opportunity to develop its human resource capacity to plan, implement, monitor and evaluate general education decentralization reform initiatives.  Specifically, the project aims at advancing professional and technical competencies of the MoES staff in project design, development and evaluation of general education funding models, evaluation of quality of education services provided by general education institutions, management and evaluation of education reform enhancing projects. The project also aims at improving participants’ competences in school leadership to further develop human capital in public schools. This is a 6-month project starting on October 15, 2008 and ending on April, 2009.

Objective and overall scope of the assignment:

The goal of this training is to increase project cycle management capacity among the staff in charge of identifying the needs and planning, managing, and monitoring education projects. 

The audience: Fifteen professional candidates with previous experience in project development and management and a strong command of English will be selected. They will be expected to

  1. Participate in advanced level training in PC management;
  2. Develop training module on project cycle management;
  3. Conduct a pilot training for MoES and regional educational resource center staff.

Tasks and Responsibilities:

Specific tasks of the assignment involve, but are not limited to the following:

  • Develop and agree the training curriculum with the MoES and UNDP. The curriculum is expected to, as a minimum, cover the following issues:
  • Assessing the needs
  • Planning the project
  • Implementing and monitoring the project
  • Evaluating the project
  • Managing project cycle
  • Project cycle management training methodology

Deliverables:

  • Training curriculum, as per issues outlined in Tasks and Responsibilities section (including relevant examples for Georgia)
  • Workshop covering all aspects as outlined in Tasks and Responsibilities section
  • Prepared training kit, including all presentations and explanatory notes to the issues discussed during the training
  • Materials for test / exam
  • Report on the accomplishments of the training sessions, including the recommendations for future actions
  • Training evaluation questionnaire

Arrangements:

The consultant will report to the Deputy Minister and work in close cooperation with the MoES assigned coordinator. The training curriculum will be agreed with the MoES management.

The Consultants will be working under the supervision of the CBF Project Manager.  All logistical support will be provided by the CBF project.

The consultant will meet the UNDP representatives for the briefing upon beginning of the mission and will have a debriefing meeting with the UNDP at the end of the mission.


Required Qualifications and Competencies:

The trainer should have:

  • Masters Degree in Education, Social Sciences, Public Administration, Business Administration or related fields;
  • At least 5 years of experience in delivering project cycle management trainings preferably in international setting as well;
  • Good communication skills;
  • Excellent command of English is required;
  • Experience in working on project development and management in Governmental Institutions is an advantage;
  • Experience in developing and managing education programmes and projects is an asset.
