ORA-12560: TNS:protocol adapter error(TNS:协议适配器错误)

前提介绍：

在win10环境下依次安装Oracle 11gR2，win32_11gR1_client客户端和ODTwithODAC1120320_32bit

1、使用sqlplus sys/password@orcl as sysdba登陆数据库，正常

2、scott用户解锁，使用conn scott/tiger登陆scott数据库，

      出现错误：ORA-12560: TNS:protocol adapter error

3、退出，使用sqlplus / as sysdba登陆数据库，

      出现错误：ORA-12560: TNS:protocol adapter error

尝试了很多办法，Oracl_Home变量等，无果。

最后的解决办法：

将path环境变量的D:\app\product\11.2.0\dbhome_1\bin上移到D:\app\product\11.2.0\client_2之前
