ORA-00445: background process “J000“ did not start after 120 seconds

该案例的参数配置不一定准确，请慎重配置

有2个环境，一个是11g单机环境，另外一个是19c的rac环境，操作系统都是Oracle linux 7.9

报错差异较大，通过配置kernel.randomize_va_space=0后再也没有报错，

环境1：
